Redefining Freedom Center of Virginia Launches the National Civic Formation Initiative

A National Initiative to Help Prepare America's Next Generation of Citizens, Leaders, and Public Servants

LEESBURG, Va. — As America begins its next 250 years, the Redefining Freedom Center of Virginia today announced the launch of its National Civic Formation Initiative, the Center's flagship educational initiative dedicated to strengthening civic formation, constitutional literacy, civic engagement, and civic citizenship throughout the United States.

Grounded in the principles first articulated in RFC Freedom Books' inaugural publication, Redefining Freedom: Thoughts on Bridging Divides and Renewing the American Promise at 250, the Initiative transforms those ideas into practical educational programming and civic engagement opportunities designed to prepare Americans to preserve our freedoms, strengthen our democratic institutions, and lead with courage, character, and integrity for centuries to come.

The National Civic Formation Initiative is founded on a simple but urgent conviction:

Democracy does not sustain itself. It must be taught, practiced, defended, and ultimately entrusted to each new generation of Americans.

Americans across the political spectrum recognize that something essential has been lost in our civic culture. Trust in institutions has declined. Civil discourse has deteriorated. Constitutional literacy has weakened. Too many young Americans graduate without a deep understanding of our nation's founding principles, democratic institutions, or the responsibilities of citizenship.

The National Civic Formation Initiative responds to this moment not with partisanship, but with purpose—helping rebuild the civic habits, democratic virtues, and constitutional understanding that have sustained our Republic for nearly two and a half centuries.

Unlike traditional civics programs that focus primarily on governmental structure or historical facts, the National Civic Formation Initiative emphasizes civic formation—the lifelong development of informed, engaged, and responsible citizens prepared not only to understand democracy, but to sustain it.

The Initiative is organized around the Four Freedoms Framework for Civic Formation, first introduced in Redefining Freedom.

 

The Four Freedoms Framework

Individual Freedom

Recognizing the inherent dignity, rights, and responsibilities of every individual.

Shared Freedom

Understanding that liberty flourishes when we protect one another's rights while strengthening the common good.

Lived Freedom

Ensuring that freedom is experienced through equal opportunity, civic participation, mutual respect, and meaningful opportunity.

Protected Freedom

Preserving the Constitution, democratic institutions, civic norms, the rule of law, and the liberties entrusted to every generation of Americans.

Together, these four principles provide a practical framework for cultivating citizens who understand not only what freedom requires, but why it matters.

The National Civic Formation Initiative is built upon four interconnected pillars:

• Civic Formation — Developing character, purpose, leadership, and civic virtue.

• Constitutional Literacy — Deepening understanding of America's founding principles, constitutional framework, and democratic institutions.

• Civic Engagement — Encouraging thoughtful participation in community life, democratic institutions, and public problem-solving.

• Civic Citizenship — Cultivating civil discourse, bridge-building, respect for differing viewpoints, and service to the common good.

Building upon the Center's successful civic engagement work already underway with high school students in Loudoun County, Virginia, the Initiative is designed to expand nationally through partnerships with elementary and secondary schools, colleges and universities, civic organizations, museums, libraries, foundations, corporations, faith communities, and national speakers’ bureaus.

The Initiative recognizes that civic formation is a lifelong endeavor. While beginning with students, it also seeks to engage educators, parents, veterans, business leaders, nonprofit organizations, faith communities, and public servants in renewing America's civic culture together.

Programming will include keynote lectures, campus residencies, constitutional literacy workshops, educator development, student leadership institutes, civic dialogue forums, America 250 commemorative events, community bridge-building initiatives, and public service leadership programs.

"The National Civic Formation Initiative is not about teaching young Americans what to think," said Sophia A. Nelson, Founder and CEO of the Redefining Freedom Center of Virginia. "It is about teaching them how to think, how to serve, how to listen, how to lead, and ultimately, how to become faithful stewards of the American experiment. If America is to flourish for another 250 years, we must invest not only in our institutions—but in the citizens who will sustain them."

The Center believes America's next chapter will depend upon citizens who know our history, understand our Constitution, respect one another, and remain committed to the ongoing work of building a more perfect Union.

The work of renewing freedom did not end in 1776. It did not end with the Constitution, the Civil War, the Civil Rights Movement, or America's first 250 years. It belongs to every generation willing to preserve liberty, strengthen democracy, bridge divides, and leave our Republic stronger than they found it.

The National Civic Formation Initiative is an invitation to do exactly that.
